The first week of May. A small but well-positioned industry round closes, state legislative activity picks up at the session-end pace, and the CMS interim final rule is now five weeks from its expected publication.
Rosarium Health closes a $6M seed round
MedCity News reported that Rosarium Health closed a $6M seed round this month and secured new partnerships with Medicaid and Medicare Advantage plans. Rosarium's positioning — aging-at-home infrastructure tied directly to payer relationships — is the increasingly dominant template for new entrants in the category. As we noted in this month's long-form, the partnership pathway is one of the few viable scale routes for mission-driven aging-care startups.
State legislative activity picks up at session-end pace
End-of-session pressure is showing in caregiver tax credit and paid family leave bills moving through several state legislatures this week. Connecticut's $2,000 caregiver tax credit bill, first reported on by Connecticut Public in March, is reportedly facing a floor vote in the coming days. Similar bills in Vermont and Washington are at or near floor consideration.

CMS interim final rule timeline
The CMS interim final rule on Medicaid community engagement requirements remains at OMB. Expected publication: on or before June 6. Per the LeadingAge tracking, the rule is titled Establishing State Community Engagement Requirements for Certain Individuals Under Section 1902(xx) of the Social Security Act (CMS-2454) and will provide operational guidance for state implementation.
Brief notes
- The American Medical Association's overview of OBBBA's Medicaid changes was updated this week and remains the clearest source for the precise statutory language.
- Senior-housing acquisition activity continues at the elevated 2026 pace, with National Healthcare Properties announcing two new property acquisitions in their Q1 earnings call.
